rusted and rounded philips screws on my master cylinder on bike?

Go to a local hardware store and buy a screw extractor set. They’re basically backwards drill bits that will remove the screws. If they’re rusted, something like WD-40 would aid in removing them.
if you can get to it, use a hacksaw to cut a slot in it. a rust-cutting penetrating oil will be most helpful
WD-40 is ok but for this you should use a good penetrating oil. WD-40 actually stands for Water Displacement formula 40. It’s mostly made of fish oil, which is why it lubricates well. A penetrating oild would actually work it’s way into the threads of the rusted screw.
You can also use a dremel to cut a slot in the head after the oil has a chance to work. Then use a big slotted screw driver to pull it out. Try to make the slot deep and narrow to get a good bite.
Buy a couple of new screws. On the way home, buy a ‘fine’ (narrow) hacksaw blade…Carefully cut a slit down the head of the phillips screw converting it into a plain type.. use a regular screwdriver to remove…
